They won't be allowed on trails any time soon. It might be possible to register the arctic cat if it is ever actually produced since it will be built for snow and it isn't a conversion.

You still can't register UTV's and there are thousands of them in NY. The law will never be changed for a few converted dirt bikes.

Actually, the law was recently changed to OUTLAW them specifically by re-defining what a "snowmobile" is considered legally by the different NYS agency's rules, within the new legislation that NYSSA submitted along with Parks regarding the unregistered fine increase and the increased percentage to LEOs that patrol the snowmobile trails. Just awaiting the Governor's signature.

What was the definition before and what will it be going forward?

Basically added the word "originally" to the current definition, which cited "...designed for use on snow and ice...", then specifically excludes conversion kits and converted ATVs, UTVs, motorcycles, and other converted motor vehicles from being allowed to be registered as a snowmobile.

This would eliminate conversions from being registered as a snowmobile to be used on snowmobile trails in the winter, but they could still be used on seasonal roads in the winter if registered as an ATV.

So by that definition, if arctic cat does start selling their snow bike it should be legal to register it and ride on trails.

Yes. Just as the AD Boivin SnowHawks are legally register-able as sleds.
